UG:MP vs S&SMP

I'm currently working on a Vice City server on the UG:MP client, but at the same time I liked the Project Eagle mod. As someone who has no experience with these mods, I'm curious about which mod would be better for a multiplayer server and why?

UG:MP has not been supported for years, while Project Eagle is in development. What do you suggest?

P.S. I'd like to mention once again that the main action of my server would be exclusively in Vice City.
