Is this Asperger's?

My roommate got puppies. He's an older adult.

He's acknowledged:

  1. The puppies don't pee if they're put in their crate before he leaves the house
  2. The puppies pee if they're not in their crate when he leaves the house.

Each day when he leaves the house, he doesn't put them in their crate.

Each time they pee.

When I talk to him, he proudly talks about how they went pee right away when he took them outside and when they're in their crate they don't pee and sleep through the night.

The next day when he leaves, he doesn't put them in the crate.

Then they pee.

He thinks they're close to being able to have the run off the house.

He was a lawyer and an economist. How is he not connecting the dots between this obvious cause and effect?

I am now having to go over there and train them just like I trained his last dog. He's loving and will do anything for his dogs no matter the cost. Once he's past the potty training, things are fine. He's protective, attentive and the dogs are his life - his dearest companions.

I just don't get how he cannot predict/anticipate/prevent behaviors in his dogs during this potty training period.
