What to do as USSR

So, basically, it's June 1942 and I've stopped the Axis in their tracks. I've destroyed Germanies Airforce, and I have complete air supremacy with a disparity of about 700 German planes to 3,600 of my own. The axis has only managed to push a handful of tiles in a few select regions. The thing is, I'm not quite sure what to do. I can't really push anywhere because they have 10 to 16 division per tile. I'm thinking about trying to build a shit load of CAS to eventually be able to push. I'm also working on more tanks, but even still, there are so many divisions per tile I don't think they'll be of any use. Do I just wait?
