Akbar-Incompetent? Or just made out to be that way?

Why did that Fed dickhead Roy refer to Akbar as mediocre ? Has he done anything particularly inept for that to be the case? And how mediocre can he be if Roy knows he’ll get to the bottom of it before Kayla can shush the scandal?
