Lost with Quests

I am having problems with this quest called "The Werewolf Hunt", I got this quest whenever I entered Daggerfall for the first time. Since this game is largely computer generated, I don't know if anyone else has this quest, but I'll try to explain what I'm stuck on. Basically I got a mixture called "Werewolf's blood" and it is supposed to help me identify who the werewolf is. The quest is telling me to travel to Stokworth for it with the quest log, the werewolf has been killing animals in Daggerfall. I'm very lost. There is no suspect and when I talk to people I can't try to find anyone. Anyone know what to do?
