Jellyfin randomly stops accepting external connections, localhost still works, fixes itself after hours

Help Request

Hi everyone, I've been having a recurring issue with my Jellyfin server that I can't quite figure out.

Randomly (after a few hours, sometimes longer) my iPad/iPhone can no longer connect to my Jellyfin server. Safari shows "Safari cannot connect to the server." The Jellyfin app also fails to connect.

I’ve checked all the things: localhost:8096 on the server PC works fine, Ping from iPad to PC works fine, netstat shows Jellyfin is listening on 0.0.0.0:8096 (not just 127.0.0.1), and jellyfin.exe is running in the Task Manager

The only issue I’m having is that Port 8096 appears blocked when it’s being scanned from my iPad using the Network Analyzer app (it shows "blocked").

I’ve tried a bunch of different things in order to get it working. So far I’ve tried a Windows Firewall rule for port 8096 (verified it's active and set to "allow" for private networks), network profile set to "Private", disabled "Allow computer to turn off device to save power" on the WiFi adapter, set PC sleep/standby to "Never", Set local network in Jellyfin network settings to 192.168.178.0/24, restarting Jellyfin and even the PC.

None of these things seem to help at all, however sometimes it just starts randomly working again after several hours.

The logs also shows Jellyfin starting up correctly with "Kestrel is listening on 0.0.0.0" and no errors.

Does anyone recognize this behavior? Could this be a known bug in 10.11.6?

If anyone has any suggestions on what else I could try out I’d be extremely grateful.
