Jewels of Agra before Renaissance spawns?

I'm curious, what would happen if you completed the Mughals mission "Jewels of Agra" (spawns 50% renaissance in central doab and renames it agra) before the spawn of renaissance? Would it just give 50% and then be unable to be devved further? Could you early dev it and make Renaissance spawn in India?
