Any issue for applying to China Visitor visa as an individual application?

We are an Indian couple. My company has already applied for my business Visa. But I also want my wife to join with me to China on Visitor Visa. The visa agent mentioned just applying for my wife’s visitor visa will put her application at risk as the consulate might not approve such visitor visa for individual person filing. Is that true?

To be honest I don’t see any reason why they won’t approve the visa if we have a itinerary, tickets and hotels booked. The agent also mentioned to make a cover letter mentioning she will be traveling with me, but problem is my business visa is not approved yet I just have the application for number. I cannot wait for visa to be completed before applying for her since the departure date is very tight.
