GMs taking tips

So I work at a JJs in Wisconsin and with the first DM that was running the store he definitely never took tips but then we got a GM transferred to our store and he takes tips the majority of shifts. For example we had 110 in tips one day and it was just me and one person who ran everything majority of shift and he took 30$. I just find it crazy a GM who makes 4 grand a month takes tips from people making 15 16$ a hour at the most. Do you guys think this is fair and does this happen in your stores I confronted his higher up once and he said “every Jimmy John’s does it if you have a problem with it we will take away tips entirely”
