Need help rx 9070 xt

I bought new pc few days ago. And my gpu usage bounces between 15-100% while idle. I've got only discord, chrome and spotify running. When playing games its 90-100%. I tried closing every application except radeon software and then it goes 10-40%. Is it normal or how can I fix that. I have latest drivers. Sorry for bad english.
