18 inches too short for 178 cm tall?

Hi guys,

I bought a 1990 Kibo malaku Globe trotter with low step frame to convert it into a commuter bike. The thing its that its an 18 inches frame with 26 inches tyres and i’m 178 cm tall. Is it too small for me ? Thx
