When are Seats confirmed if booked through Westjet Vacations

Trying to establish at what point are seats on specific flights confirmed when I make a vacation booking through Westjet Vacations. The scenario is that I book a vacation with WJ Vacs, in say July, but I spread the total payment so that final payment is made in December. Are the flights, and seats on those flights, not confirmed until that final payment is made in December?
