Could Zabuza have gone home if he survived the Land of Waves arc?

So Zabuza, while an antagonist wasn't that evil despite his brutal and sadistic reputation - and he was a product of the Bloody Mist's teachings - and only an antagonist so long as he was being paid, since he dropped the fight with Kakashi after Gato showed up and fired him.

And between his death and the Chuunin exams, the 4th Mizukage was revealed to have been mind controlled and then died, which would have put Zabuza's coup in a better light.

So if he had lived, would the 5th Mizukage have offered him a pardon and the chance to come home, given the Mist Village was attempting to reform their reputation. A reformed Zabuza trying to live up to Haku's example and kindness would be an interesting plot point, and tragic if he had to fight the reanaimated Haku.
