Liberian birth certificate questions

Hello all,

Is it normal to ask for state ID or driver license when obtaining a birth certificate from Liberia? My father is in the US AND IS trying to get his birth certificate but the person doing is asking for his driver license in addition to the papers already filled out for the certificate.

Is this normal?
