Scaffolding Requirements for Fascia Repair

So, this isn't a DIY thing. I'm getting quotes for fascia and soffit replacement on my end terrace.

I'm a bit stuck because some tradesmen say I only need scaffolding on the end side, and they can do the front and back with a ladder. But others are saying I need scaffolding on three sides, which, of course, costs more.

Just wondering if anyone here has an idea of which option I should go for? Scaffolding on all three sides or just the end?
