would tafe know/care that you use their free parking, then walk across the road to curtin?

One of my friends in my units leave their car the whole day in the tafe campus across the road, which has free student parking, and then take a walk to campus. According to them, when they return, there are no cameras that monitor what they do and its a good way to avoid paying for parking as the tafe carpark is almost never full. If I do this, would this be a good way to avoid paying for parking?
