I need some clarification on this I filed an HLR on this

So I claimed Tinnitus secondary to Migraines due to Aggravation I also had a private nexus letter to go along with this and I got denied from the VA. I clearly stated in my C&P that the tinnitus is constant and that it gets more intense during flareups. So the review I think is wrong but...

But the letter dated 8/26/22 says tinnitus was denied so why in this current letter are they conceding that I had a qualifying event.

But I am not rated for Tinnitus I've been denied several times so did the VA make a mistake?
