Is our state dying too quickly

Just started playing the game my state is ~64 days old and we have maybe 5 active allinces where there's 100 members where most are active and like another 4 allinces that are barely active or have low numbers of players who are actually active. For reference the 5th strongest allinces is 2.3 billion power and the 6th is 1.1 billion power. Is this normal is our state dying too quick ?
