Why do employers keep ghosting me over and over again after they act like they want to hire me?

It's the same thing single every time I get an interview. I've been unemployed for more than 8 months now and I keep going through the same thing over and over again. Even if they tell me I seem like a good fit, or basically tell me I'm hired, "welcome to the the team.", ect.. they always say they, or "the recruiter", will reach out to me with the next steps in the hiring process....and then nothing. Ghosted. Never hear back again. It's even more frustrating when I see them posting the same jobs again a week later still saying "urgently hiring". after they ghosted me for no apparent reason. Like... Why are you ghosting people if you still need people so bad?? What happened to just hiring people on the spot?

Like, If I'm doing something wrong at interviews, or if they keep seeing something, like if there is something horrible out there online about me that I don't know about, I wish someone would just tell me. It's getting to the point now it's like okay what the heck is actually going on? It's very strange. I almost feel like I am being sabotaged behind my back somehow at this point. I don't know what keeps happening. It's so frustrating and discouraging I just want to give up.
