[PS1] [1990s/2000s] Halloween themed tile match game

The genre was a Puzzle/Matching game. I'm not sure about the year, but most likely it was released late 90s to early 00s. It was also most likely a Japanese game. It's disk cover would be entirely orange with the title in black bold letters and a large Anime-style cute young witch under it.

Graphics/art style: Pixel art, maybe in an anime type style especially with the cute female characters.

Notable characters: Halloween themed characters or villains(?) I remember a skeleton character and a cute witch girl and theremight have been a cat girl too.

Notable game-play mechanics: A tile or block matching game. Shapes like a moon and stars onthe front of the blocks, the blocks were in different colors and some of the colors i remember were orange and purple.

Other details: There were character intros of each character you were about to play against. The COM characters weren't playing against the player literally, they sit above the board and watch, sabotaging the player. You would hear someone whistling whenever you match the tiles. The COM character would be variations of color of the same character in each level, until you beat it in the last color. The color would almost like symbolize it's difficulty.

That's all I can remember.
