Move mortgage from TD to different bank - Count as renewal or Refinance

I have my TD mortgage coming up for renewal. If I move to any other bank, does it count as refinance or renewal? In my mind it always meant renewal even if you move to different bank but bank mortgage agent says it counts as refinance.
