Who is the squad lead

During a mission who is most likely to be the squad lead? I'm thinking it'd be engineer. Scout is too independent and would be doing recon, gunner is too busy shooting to make decisisons, driller is excavating and down in the dirt. Engi seems most likely to be the guy in charge.
