A couple questions

1E Player

I have two Questions for other dungeon masters and players as both a player and a GM my self. Keep in mind I am far from the BEST GM. I am a player in a campaign where we are playing Kaiju Campaign. There are two scales. Kaiju and Human scale.

Context My kaiju character is a mech that has a human consciousness trapped inside of it. My human scale character has a link with the Mech (He's not the pilot), and a link with a third part (GM NPC). ALL THREE are working with the military mainly because the tiny character and GM NPC were the original owners of the mech you could saw.

I have repeatedly asked to speak with the GM out of game concerning what the military knows of my kaiju character's situation. He says that needs to come out in game. So I asked in game, "What exactly does the military know about my situation exactly?"

"They know the general situation, but not the exact details." And immediately he moved on with the plot before I could follow up.

Would I be out of line as a player deciding "Ok, you don't want to give me details when I asked for that and moved on before I could do follow up questions, I am going to make my own decision on what that means regardless of the chaos it might unleash?"

Second question Context

On the human scale of the campaign GM has allowed me to introduce NPCs filling a plot point for my Kaiju character. I was allowed to make a setting, and several NPCS who are all nobles (Princess, advisor, and bodyguard), and actually have a starship that was a royal battle cruiser. I tried to get with him a couple times to talk about the details of their creation, BUT, again like above I was blown off.

Would I be out of line to decide, "Ok, I know how I would make these characters as a GM control NPC in my run games, so I will make them exactly as that and as they are nobles, have this ship, I am giving the princess 5 times normal tenth level starting funds, and the advisor and bodyguard 4 times normal starting funds and when the GM finds out, I simply tell him, I tried to speak to you about these characters and set up, you didn't want to walk about it, so as these are not my primary character I built them as I would an Allied royal NPC in one of my campaigns."
