Hen on Hen crime…

Maybe I’ve just totally missed it, but is it normal for hens to significantly peck each other? I’ll spare the graphic pictures but a 3rd hen out of 10 is going through quarantine due to aggressive pecking. It’s a mixed flock. Is a rooster the best solution? It’s been several months of seemingly random assaults… send help. These bitches are cannibals .
