Terrain Issues

Is it possible to fix these terrain blending issues?

I'm using Skyrim 202X + Wet Mud Textures + Tomato's. I've tried a lot of different load orders, and I still can't figure out how to fix this blending problem. Roads look fine, but it's super noticeable in bridges, all bridges. Even in the image where I'm using only Tomato's, some patches of dirt are visible in the bridge; not as noticeable, but the lack of blending can be seen.
