Fitting for difficult sized feet?

Would appreciate some help. we are very low income so really scraping the bottom of the barrel to get my girl into figure skating. She’s wanted to for years and we finally have some extra cash for the lessons

the skates however - have been brutal to find. i’ve had to resell a pair that was a terrible fit and need to try to avoid that mistake again

followed the jackson skate sizing guide:

length 9 1/2”

and circumference around widest part of foot also 9 1/2”

Any advice? tips? solidarity? haha

what brands to look for on ebay? or should i be calling local shops and asking for anything?
