Advice for ideal lap top/ tablet for vinyl design

I’m looking to start designing vinyl decals. Ideally something that I can also use to draw, as well as run a t shirt printing business. Currently I’m thinking a laptop with a drawing pad attachment of some kind. I’m not opposed to adding a drawing tablet in addition to a laptop. I’m not super tech savvy so any help or advice would be welcome. Don’t want super top of the line as far an expense, but I don’t want to waste money on some cheap junk that won’t work for long either. TIA
