No contract missions in dogtown

I'm just before ending the game, just need to go to misty's estorica. I thought I'd explore a little more so I chose not to wait for reed. I've completed all of Reyes's gigs and am at max street cred. I heard you need to do the new contract missions in dogtown to get access to buy those cars however for it to trigger you need to have a Blue icon that may randomly appear while exploring dogtown. Unfortunately for me I've explored most of it on foot and in car and have yet to have a single one of them pop up, went to places where other players got it but no luck. Am I lovked of this quest?
