Why did Serbia and Bulgaria never unite?

The more Bulgarians I met, and the more time I spent in Bulgaria, I got the impression that we are the same people. Feels like there are more similarities between Serbs and Bulgarians than there are between Serbs and Croats for example, yet they made Yugoslavia. Was this ever considered?
