Graphics are appauling and performance is worse. Am i missing something or is it truly that poorly optimised?

Ive got a relatively strong PC but im getting constant stuttering without having even placed much at all.Also the models of basic things like people look like they wear ported from a ps2 game. Even the sand has a 'robloxy' tiled texture.

I played CS1 and really enjoyed it but so far this feels like the same game, i cant comment on performance as back then i was on xbox.
