AI policy proposal idea to adress human labor
So I recently been thinking about how to adress the issue of AI models having to use human labor and creation and how this could be adressed.
The first problem is that you can’t attribute each peice of training data to the person who created it. Thats just satisticly & technically impossible. And the paymets to each creator would be incredibly minimal. Plus it doesn’t include non-copyrighted material.
So the philosophy that I came up with is as follows: Human creation used to train AI is a culmination of all human knowledge, it is to be treated as a commons. So that means, we should all be collectively benefiting from the profits.
I propose a tax on the profits of corporations who have AI models of a specific size (let’s say 20 billion parameters) and who make a certain amount of profit. The bigger the model/the more money, the higher the tax. This tax would specifically go to being used for programs protecting and promoting human creation and labor.
Such programs would include
-
Universal Basic Income for creatives
-
Reeducation programs for workers displaced by AI
-
Culture access passes for youth. Inspired by France’s Pass Culture , young people would get a certain amount of money to spend on cultural goods like books, theatre and concert tickets, etc etc. Other european countries have implemented similar programs, all with high success.
Even if we tax 5-15% of the AI operations of the major corporations, we are looking at minimum 5 Billion each year witch would be major.
