Shapeshifting gown

I have a very vague memory of watching this movie in the 2000s as a child. There are 2 (maybe 3) girls who receive closets filled with gowns. While 1 (or 2) of them get closets full of beautiful gowns, one girl gets only 1 dress and is sad, until she realizes that the dress is magical and can shapeshift into any dress she wants.

And that is it... It is a live-action movie. For some reason, this scene has been stuck in my memory all this time. It would be amazing if anyone remembers it.
