my little brother cries a lot

i (19 F) have a lil brother (13 M) and he's just a crybaby. i am aware that there's nothing wrong with crying, but it's over anything. he has a disagreement w someone? he cries. the food is too spicy for him? he cries. my mom can't pick him? he cries. and I wouldn't think it's a problem if he didn't cry at school too. you know middle school boys, so i think he's been getting bullied by them too.

i love my brother and idk what to do because I don't wanna make him suppress his feelings fully but also i need him to realize he needs to protect himself too, he needs to know when and where to cry. how should i go about this?
