Bottle jacks to stabilize a chimney?

We hired an engineer to help with our chimney falling away from the house. We had asked him to stabilize the chimney using piers. When we went out to check on the work performed they were lifting the chimney using bottle jacks on a wooden board then poured cement all around it. I know bottle jacks are sometimes used for house foundation repair but we're a little nervous about the chimney. Is this a common practice? Or did we just get ripped off.
