How many food stalls/market stalls should I have per population?

I recently got a city up to about 600 Amevians. I love my fishy/lizard boys. However, I kind of plateaued at this point d/t them wanting better access to goods/services. I felt like I had distributed the stalls around my city pretty well, but apparently not so I'm looking for advice.
