Simple Minecraft mod Request

Hey can anyone make me a Minecraft mod for free, it should be pretty simple from my little understanding but I have no idea how to mod or anything like that. The mod is: Whenever I place any type of rail it will auto switch into a tnt Minecart in my hotbar and place it onto the rail in the most little time/delay possible in vanilla Minecraft .
