My brother is an 800 hr A320 FO in an airline in Asia. How soon could he realistically be competitive for Emirates or Etihad?

I am trying to understand the realistic career timeline for my brother and would really appreciate honest input from anyone with Gulf airline experience, especially Emirates or Etihad. Want to move to Dubai.
