Batgirls protecting Gotham City

The Batman series by Matt Fraction is showing Vandal Savage, with help from pro-pollution Pamela Isley? being trouble in Gotham. Barbara is getting arrested in her upcoming series. Meanwhile, Tate Brombal has Cass involved with her family and Steph joining the Titans.

Are Cass, Duke, and Steph going to have the minimal role they had in Chip Zdarsky's story, the complete exclusion from Gotham as with H2SH, or are they eventually going to help out against Vandal Savage? Barbara should have a series focused on her but I hope Matt, Tate, and the Batgroup aren't planning to claim that Cass and Steph aren't protectors of Gotham and aren't upset that Barbara got arrested. I do hope to see competent Barbara holding her own though. Cass, Duke, and Steph better have a much bigger role in the Vandal Savage story than they have had in the post-Fear State stories that involved all of Gotham. I'm not certain Duke has had anything other than cameos in any all-Gotham story since DC Rebirth began.

I also want to know why Pamela is helping polluters out, which is completely out of left field for her. She should not be allied with corrupt polluting businesses.
