Is this a common scam?

I went to pick up my burritos today and there was no order on the shelf, so I asked behind the counter. There was some confusion, then a guy came and said to the person I was speaking with that it was picked up like 5 minutes ago. So it was stolen, ok no problem I show them the order on my phone and said I’ll wait while they remake it. The one guy seemed resistant to remaking them and kept glaring at me but didn’t say anything else. As I was waiting it occurred to me I could have easily sent a friend in to grab the stuff, then come in a few minutes after to have it remade and essentially get double the food. And I’m just curious, anyone who works there do you see or suspect this happening a lot?
