PwC Australia reference request after verbal offer

Hi all just curious about this process as this is my first time interviewing and getting (hopefully) a job out of the USA. I recently applied for and got a verbal offer from PwC Australia but was told they needed a reference from my coach and there were 3 more rounds needed for final approval. Does this mean I got the job? What are the circumstances/chances they would not send me the official offer after this reference process? Is this common/normal for Australia recruiting? Just want to know how much I should be celebrating lol.
