BEST ROUTE TO TAKE FOR HOME REPAIRS, HELOC? HELOAN? ANYTHING FOR LOW INCOME?

My mother is the name on the title for our house. It is not paid off but needs several repairs. The "zestimate" is about 149k, there is about 35k owed on the home still. The thing though is my mother is only on Social Security. I would need to be a cosigner for any type of loan. I have no one to turn to for help or advice with this. We have a deck and fencing that desperately needs to be replaced and some other things on the house as it's nearing 50 years old. Any advice would be greatly appreciated. We are in Florida.
