Feeling lost on how to scale/prospect

Question

For context, I am not the owner.

We've been in business for a little over a year. 10 or so solid accounts.

With the information I can disclose: We are a consulting firm that assists law firms.

My boss is new to owning a company, he has gone by the seat of his pants and is only now able to pay payroll with revenue, before was OOP.

I have no experience in this world but we became good friends and so he threw something my way for the time being.

He gave me the role of outside sales, commission based, revenue % based.

I am new to this industry, I've done sales in construction, automotive, and tech.

The issue is he's never had a sales team, so far all business has been connections, word of mouth, and conferences.

I have a solid list of 400 or so firms that work in our field of interest.

But that is all I have. No CRM, no territory, no lead generation, nothing. If I want to make myself and this company money I need a game plan.

The issue is in the past I would be able to call a business, find the decision maker, go from there.

But these are attorneys. The world is tight knit and word spreads fast if an attorney doesn't like you. To put it lightly, this is a sensitive demographic. I'm afraid to call these firms and even wonder who to ask to speak to. I have no idea who the decision makers are that could present our team to an attorney.

What would you guys do if you were in my position? Just to get to cracking on calling? Linkedin? More conferences?

I know I'm not the business owner but I've been a part of this subreddit for some time and always liked it here. I'd appreciate any thoughts or input.
