Why do captains spawn at low levels, even when Talion's is way higher?

I've cleared out low level captains in areas, but in Nurnen and Cirith Ungol, I still get some that spawn in the 20s/30s even though I am lvl 70. Any idea how to get this to stop?

For context - I am in the epilogue.
