Blue Carbon Rili Breeders?

Hi guys! I'm buying shrimp from a breeder for the first time! I've looked around at a few places recommended in this group and saw a big difference in prices. Is price indicative of quality? Are there places that have notoriously good/hardy blue carbons? Anywhere to stay away from? I'll be ordering from western NY, USA - does shipping distance matter for survival rate?

Also I have very hard water - I plan to slowly drip acclimate, but do I need to find a breeder whose tank parameters are similar to mine?
