Just received Presidential Scholarship. Does this mean I didn't get Singletary?

Basically the title. I interviewed for the Singletary scholarship a while ago and just got an email saying I received the Presidential scholarship. I'm assuming this means I didn't get awarded the Singletary scholarship. Is this correct, or is the final decision still being made?
