not seeing the Settings app under Notifications

So I searched how to turn on/off badges for the Settings app. It says this :

Steps to Enable Settings App Badges:

1. Open the Settings app on your iPhone.

2. Tap on Notifications.

3. Scroll down to the list of apps and tap on Settings.

4. Toggle on Allow Notifications.

5. Ensure the Badges toggle is turned on (green).

But, I don't see the Settings app within the Notifications. Anyone else??
