why is varka still mute?

idk if anyone else has talked about this yet, but for some reason varka in game stilll has no voicelines. in the CC server vids, his ult, autos, getting hit voicelines, etc are just not there?

There are also certain sites that upload all of a characters info like Honey Hunter World that will usually have a character's voicelines by this point. But even they have "n/a" listed for all of his voiceovers

does anyone know why this is? i dont recall anyone in recent times having this issue?
