City Electric scooter under 800€ good grip

Im thinking about buying an electric scooter to drive to work. Im limited to 20 kmh (abt 13mph) and budget of max 800 €. I want to use it as an alternative to the bus. So it should be useable under rain and snow. Thats why im scared of it slipping when driving it, thats why i need one with good grop. A decent suspension is also important to me. Acceleration and gradient see not that important. Im also <90kg.
