Can Steam Deck work as mobile hotspot without internet?

I wanna connect my Retroid console to it and stream the game via Sunshine/Moonlight or Steam Link so me and my gf can play local coop games together. Retroid can work as hotspot but the performance is really poor via Moonlight and Steam Link doesn't seem to work
