Q on Rebel Spearhead Command Card

Need help with the implication of this command card: "Rebel Spearhead: Order 2 units of your choice. These units ignore terrain movement and attack restrictions."

Does this mean a unit may enter (and remain) in a serac hex? What about a crevasse?
